General League Rules & Regulations of the Peterborough Women's Soccer Club

1. The Laws of the game shall be those adopted by the Federation International de Football Association (F.I.F.A), with deviations adopted by the Board of Directors of the Peterborough Women's Soccer Club (P.W.S.C.).

2. Membership: Membership in the P.W.S.C. is outlined in the P.W.S.C.'s Constitution. Please refer to this document for details.

Individual registrations are accepted at the discretion of the Board of Directors of the P.W.S.C.

Outdoor Membership: The P.W.S.C. outdoor membership shall be limited to women who are twenty-five (25) years of age and over as of December 31st of the current playing season.

For reasons of safety and liability, the P.W.S.C. still require a valid medical certificate and a signed waiver for any medical condition or illness, which could jeopardize the safety of a player, and/or the liability coverage of the P.W.S.C.

For reasons of safety to the mother and the unborn child, the P.W.S.C. will not permit pregnant women to participate in P.W.S.C. League, Cup games during the Outdoor season. It is important that a player informs the Board of Directors immediately regarding players pregnancy. Pregnant players will not be insured by P.W.S.C., immediate removal of insurance will be done by the Registrar.

3. Fees and Registration of Players:

a) All fees shall be paid upon registration. Fees include a registration fee, which shall be set by the Board of Directors no later than March 31st of the current outdoor season, and a Uniform fee of $30.00 shall be submitted to cover the cost of uniforms not returned to the leagueat th end of the season.

b) All registrations, including registrations after the season has begun, must be conducted through the Executive.

c) Feesand insurance forms must be submitted to the Registrar or an Executive Member by the Friday preceding the 1st game played. Registration fees must be fully paid prior to participation in the league.

d) In the event of an excess of registrations, the Executive shall establish a "Waiting List". The waiting list shall be in order of seniority (seniority defined as the date the Name is placed with the Executive).

di)In the event that there is a team requiring a full time goalie and there is a full time goalie registered, on the waiting list, the said goalie will be placed on a team that has communicated to the Registrar that they are in need of a goalie. In the event there is more then one team requiring a goalie, the placement of the full time goalie will be placed by team ranking. (lower ranking first, up to highest ranking team)

4. Placement of Players: The Board of Directors shall use the following criteria to place a fully registered and eligible player on a league team:

i) Returning team members from the previous season. Then, the following order, if space is available on a team

ii) Returning team members who have taken a one year leave of absence, with priority given to those players returning from Maternity leave or injury.

iii) Transfer requests from players who have returned from the previous season.

iv) All efforts will be made, by the Executive, to balance teams based on a new registrant's soccer history/skill level if the player's registration is received by the registration deadline. After teams appear to be balanced and if space is available, new registrants may be placed on a requested team upon Executive approval.

v) New players who have not requested a specific team

5. Team Composition:

a) All Players shall hold an OSA player card that has been validated by the East Central Ontario Soccer Association for the current playing season.

b) All players shall register their names, addresses and ages with the P.W.S.C.

c) All teams shall be required to play in its registered colours, except goal keepers, who shall wear a distinguishing sweater from both her own and her opponents colours, including the referee.

d) The beginning of each season starts after all teams have completed the draft, on draft day. Each team must have fifteen (15) players at the end of the draft and maintain fifteen (15) players throughout the season, if the waiting list permits. The draft will occur by the last place team, in the previous regular season, picking first through registrants, max of three (3) new players per draft round or a total of 15 players. Each team will follow in order of placement picking up players from the registrants Therefore, first place team being last to pick. During the draft, once each teams has fifteen (15) players, individual teams may decide if they need more players. Drafting will then continue in order of placement in regular season league standings. From the last place team picking up players from the registrants, to the first place team picking last, with a max of three (3) players per round. Players who are taken from the waiting list must be registered through the OSA,( which includes holding a validated player card, and OSA insurance) and have PWSC registration fees paid in full prior to playing their first league game.

e) Players shall play from only the team they are assigned to. Players shall have played with one team during the outdoor/indoor season prior to playing in any playoff or cup game.

f) Teams needing player(s) during the course of the regular season are to contact the Executive who will assign (by seniority) a player(s) from the waiting list. Teams will be assigned players from the waiting list to play during the regular season.

g) Transfers: All transfers shall be handled by the Board of Directors. Transfers are not permitted during the last seven (7) games of the Regular Season. If a player has not played for fourteen (14) days, and requests a transfer to an alternate team within the P.W.S.C., they are required to apply in writing to the Match Secretary. The Match Secretary shall notify the League Secretary within three (3) days of this request. The request will be considered and voted upon at a meeting of the Board of Directors within a reasonable amount of time. All new players must play their entire first season with their assigned team, then the player may apply for a transfer any season following.

h) Any team using non-registered league players shall forfeit the game in which the illegal players were used. The illegal player forfeits the right to play with any team in the PWSC during the remainder of the outdoor season. The use of an illegal player may be subject to disciplinary hearing within the P.W.S.C. and/or E.C.O.S.A. levels.

6. Duties of the Board of Directors: The Club shall be governed by a Board of Directors which shall consist of 8 individuals, one representative from each team , as may be amended from time to time in accordance with the Club's By-Laws. These individuals shall hold the positions of:

· President

· Vice- President

· Secretary

· Treasurer

· Registrar

· Match Secretary

· Social Secretary

· Director of Tournaments

· Director of Equipment

· Director of Discipline

(Any other Director positions specified by the Club)

(A Director may hold more than one position.)

A Director shall not be an undischarged bankrupt and shall be a Regular Member of the Club.

A Director shall serve for a term of two years or until his or her successor is elected or appointed.

After an initial Board of Directors has been appointed, the positions of President, Treasurer, Registrar, Match Secretary, Director of Tournaments, and, Director of Discipline shall be elected in even numbered years while the positions of Vice-President, Secretary, Director of Equipment and Social Secretary shall be elected in odd numbered years.

President

Except:

as provided for in the Dispute Resolution Policy of the OSA, and where the President delegates the responsibility to another person, the President shall preside at all general meetings of the Club and of the Board of Directors. The President shall be ex officio a member of all committees, except any nominations committee; shall appoint all chairs of standing and special committees subject to ratification by the Board; coordinate all duties of the Board, committees, staff; and shall be the spokesperson for the Club. The President shall have no vote, except in the event of a tie vote. The President is then entitled to one vote.

Vice-President

The Vice President shall act in the absence of the President and shall have other powers as assigned by the Board of Directors and any other jobs as directed by the President (including, but not limited to: Public Relations, preparation of league and cup schedules for approval by the Club, preparation of an Annual Report, liaising with the Referees Association and Department of Recreation of the City of Peterborough). The Vice-President is entitled to a casting vote.

Treasurer

The Treasurer shall ensure that full and accurate records are kept of the accounts of the Club; shall report to the Board of Directors at least once per quarter; and shall submit an Annual Report to the Annual General Meeting, and any other jobs as directed by the President (including, but not limited to: keeping a full and accurate account of receipts and disbursements in books belonging to the P.W.S.C., depositing all monies and other valuable effects in the name of the P.W.S.C. in a recognized bank, disburse the funds as may be ordered by the Board of Directors, etc.). The Treasurer is entitled to a casting vote.

Secretary

The Secretary shall maintain a record of all minutes of the organization, maintain copies of all committee reports, notify officers and committee Members of their election or appointment, furnish committees with those documents required to perform their duties, sign all certified copies of acts of the organization (unless otherwise specified in the Club's published rules), maintain record books in which bylaws, published rules and minutes are entered and have the current record books available at each meeting, send to the Membership a notice of each general meeting, send to the Board of Directors notices of each meeting, conduct the general correspondence of the organization that is not the proper function of another office or committee, prepare, prior to each meeting in consultation with the presiding officer an order of business, and, in the absence of the president and vice-president, preside until the immediate election or appointment of a new presiding officer and any other jobs as directed by the President. The Secretary shall have working knowledge of a Word Processing program (such as Microsoft Word, or Word Perfect), Spread Sheet program (such as Microsoft Excel, or Corel Quattro Pro) and the ability to update the P.W.S.C. website on a regular basis. The Secretary is entitled to a casting vote.

Registrar

The Registrar shall receive all registration forms, and after signing and completing the same, shall enter particulars in a register provided for that purpose and any other jobs as directed by the President (including, but not limited to: keeping a record of all transfers granted, suspension of players and Club officials, distributing the names on the Club's Waiting list on the last day of every month to every member of the Board of Directors, during the course of the Outdoor/Indoor season). The Registrar shall have working knowledge of a Word Processing program (such as Microsoft Word, or Word Perfect), Spread Sheet program (such as Microsoft Excel, or Corel Quattro Pro) and IT net (OSA Registration Program). The Registrar is entitled to a casting vote.

Match Secretary

The Match Secretary shall assist the Registrar in all duties. The Match Secretary shall be the custodian of all Match Reports and shall maintain league standings and keep records of all Cup games and any other jobs as directed by the President (including, but not limited to: distributing the scores of all league games to local media outlets (i.e. Radio, Newspaper, etc.) distributing league standings on the last day of every month to every member of the Board of Directors, during the course of the Outdoor/Indoor season). The Match Secretary shall have working knowledge of a Word Processing program (such as Microsoft Word, or Word Perfect), Spread Sheet program (such as Microsoft Excel, or Corel Quattro Pro) and the ability to update the P.W.S.C. website on a regular basis. The Match Secretary is entitled to a casting vote.

Director of Equipment

The Director of Equipment shall be responsible for all equipment and any other jobs as directed by the President (including, but not limited to: the Ordering of new equipment prior to the beginning of the season). The Equipment Manager is entitled to a casting vote.

Social Secretary

The Social Secretary shall be responsible for organizing social functions and fund raising events and any other jobs as directed by the President. The Equipment Manager is entitled to a casting vote.

Director of Tournaments

The Director of Tournaments shall be responsible for organizing Tournaments sponsored by the P.W.S.C., and for teams entering tournaments sanctioned by the O.S.A. And any other jobs as directed by the President. The Director of Tournaments is entitled to a casting vote.

Director of Discipline

The Director of Discipline shall be responsible for convening a Discipline Committee, composed of three (3) members of the Board of Directors, and any other jobs as directed by the President (including, but not limited to: working in conjunction with the Match Secretary to account for any disciplinary reports noted on a game sheet). The Director of Discipline is entitled to a casting vote.

7. Team Representatives: Each team is required to put forth an individual to act as a Team Representative for the Outdoor Season. Team Representatives shall be responsible for :

· acting as a liaison between the players and the Board of Directors

· distributing Regular Season and Cup Schedules

· handing out and collecting uniforms

· collecting monies for the banquet from their team

Team Representatives will receive a registration discount, $10.00 per Executive Meeting attended during the previous season.

8. Game Rules: The Laws of the game shall be those adopted by the Federation International de Football Association (F.I.F.A), with deviations adopted by the Board of Directors of the Peterborough Women's Soccer Club (P.W.S.C.).

A. A copy of the Outdoor League Schedule, approved by the Board of Directors by January 31st of the Outdoor Season, shall be submitted to the E.C.O.S.A. Executive, Referee Scheduler and Department of Recreation of the City of Peterborough . When approved by the Department of Recreation of the City of Peterborough the Outdoor League shall be distributed to the members of the Board of Directors and Team Representatives, as well as posted on the P.W.S.C. website at least two (2) weeks prior to the commencement of the first regular season game.

B. Seven (7) players are required to start a game. Game starting times shall be determined by the Board of Directors and are specified on the schedule of League and Cup Games submitted to the Team Representatives.

C. A team will be allowed five (5) minutes after the game starting time to produce seven (7) players on a the field, and if at the end of this time, they are unable to meet this requirement, the team will forfeit the game.

D. Each Team Captain is required to produce a completed Game Sheet to the Referee officiating the Game. Completed Game Sheets include the Full Name of each registered player on the team who will be playing in the game, their corresponding uniform number, the date, time, location of the game and the signature of a representative of the team.

E. Substitutions during a Game: Any number of substitutions are allowed during a game on a goal kick or a team's own throw-in, or "piggy-back" if the opponent is making substitutions on their own throw-in.

F. All games shall commence on the scheduled time and consist of two (2) equal periods of forty (40) minutes each, unless agreed upon by the Team Captains at the time of the coin toss.

G. If any game is abandoned, prior to the time set out above, because of an Act of God, it shall be replayed. If the game is abandoned because of the action of players, spectators or officials, the result shall be determined by the Board of Directors on receipt of the Referees report. The Referee shall report all abandoned games to the P.W.S.C. Match Secretary within forty-eight (48) hours.

H. Any team defaulting a game shall lose points of said game. Said points are to be awarded to the opposing team as per schedule. Points: Win: three (3), Lose: zero (0), Tie: one (1). Goals Fore and Against will result from the verdict of the game, with no more the 5 goals differential.

I. In the event of postponement of any league game, said game shall be played within a reasonable amount of time, permitting field and referee availability.

J. The team with the highest number of points at the conclusion to the League schedule shall be declared the League Champions. The team with the second highest number of points will be declared the runners-up, etc. In the event of a tie in points amongst teams at the conclusion of the regular season games, the following will be used to break the tie:

1 Head to Head record amongst the teams tied in points

2 Goals against

3 Goals for

4 Flip of a coin

K. Playoffs: Playoff schedules shall be determined each year by the Board of Directors. Acceptance of a schedule will be determined by a majority vote. Schedules shall be forwarded to the E.C.O.S.A. Executive, Referee Scheduler and Department of Recreation of the City of Peterborough. When approved by the Department of Recreation of the City of Peterborough the Playoff Schedule shall be distributed to the members of the Board of Directors and Team Representatives, as well as posted on the P.W.S.C. website.

In the event of a tie in any of the semi-final or final games, the following rules will be used to break the tie

· Overtime consisting of two ten (10) minute sudden death halves (Golden Goal)

· Penalty kicks, as per F.I.F.A. rules.

9. Discipline:

Players or team officials reported for misconduct shall be dealt with through a P.W.S.C. Disciplinary Hearing. Other complaints, disputes and offences shall be handled by the P.W.S.C. Board of Directors.

Card: If a player is issued two (2) yellow cards in the same game, that is an automatic red card and the red card rules then apply. Player will then pay ECOSA fine, prior to returning to League game.

If a player is issued three (3) accumulative yellow cards throughout a season (including playoffs), then the player shall be suspended for one (1) League game. Player will pay ECOSA fine, prior to returning to League game.

If a player is issued a red card, they shall be suspended for the next three (3) League games. Player will pay ECOSA fine, prior to returning to League game.

10. Protests and Appeals: All protests and matters of dispute in the jurisdiction of the P.W.S.C. shall be dealt with by the Board of Directors.

A. All protests and matters of dispute must be received by the match Secretary of the P.W.S.C. in writing and bearing a post/email mark within forty-eight (48) hours of the game played.

B. The Protesting team shall also notify the team that is being protested against by post/email within forty-eight (48) hours of the game dispute. Such notification shall contain a true copy of protest as lodged with the P.W.S.C.

C. In dealing with any protest, the Board of Directors may take into consideration any knowledge in possession of the protesting team which, if properly used, may have obviated such protest.

D. Complaints concerning grounds, goal posts, corner flags, nets, ball or colours must be lodged with the Referees. The Referees shall report these complaints on the back of the game sheet and notify the responsible team to rectify the cause of complaint.

E. Upon the hearing of the protest, all delegates of the teams concerned shall leave the room. The delegate of the protesting team shall be called to state her protest, and after doing the same, will leave the room. The delegate of the team being protested against will then be called in to discuss the protest, etc., and upon completion of defence will also be asked to leave the room. The protest will then be discussed amongst the Board of Directors, and a judgement for, or again the protest will be reached. The delegates of the teams involved shall be asked to join the proceedings, and are informed of the verdict of the protest. This will conclude the discussion of the protest, and on, no account will the delegates be permitted to discuss the protest further. All decisions are final.

F. Protests concerning any misconduct report by the Referees shall be heard by the Board of Directors prior to its decision on disciplinary action.
